| BACKGROUND |
| |
| 1- Sport, in the true spirit
of the Olympic Charter, is conducted to foster
friendship, solidarity, fair play and to promote
healthy life styles. It brings together people
in one arena for the purpose of offering satisfying
experiences and enhancing the ideals embodied
in the Olympic Charter by extending the frontiers
of peace among the community of nations. |

| 2- Sport can be included,
among others, in education, environment, health,
employment, culture and social integration.
The consensus is that the practice of sport
is a human rights issue and therefore no exclusion,
discrimination, or harassment should be permitted
in sport. In fact, sport should promote a culture
of peace and solidarity and this should be done
through cooperation, integration and strengthening
of sport movements. Sport remains the most potent
agent of social mobilization. It stands out
as a unifying social activity that attracts
large crowds of followers among the active and
passive participants all over the world. This
is especially important for adolescents and
youth who are still developing both physically,
physiologically and psychologically. |

| 3- During their
meetings in Maputo in July 2003, the AU Heads
of State and Governments recognized the important
role sport can play in the development of Africa.
Emphasis was put on physical education, the
need to develop an Anti-doping Policy in Sport,
sport in the services of development and peace,
and the need to adopt a common policy to place
sport and physical education at the service
of development in Member States. Within this
