Africa-EU Science and Technology Policy Dialogue Meeting:
1st December 2008 |

The Joint Expert Group (JEG8) on 8th Partnership on Science, Information Society and Space of EU-Africa Joint Partnership (composed of EU and AU Member States, European Commission and AU Commission) held its first meeting in Addis Ababa from the 13th to the 14th of November 2008. The JEG8 welcome the Africa-EU Science and Technology Dialogue Initiative and is fully convinced that this high-level policy dialogue could be adopted as a running initiative that could serve as a platform for deliberation on Africa-EU joint efforts as there is a strong demand for dialogue and need to widely engage the Commissions and Member States from both EU and AU. However due to the need for greater participation of the stakeholders it was recommended to postpone the first meeting planned for 1 December 2008 in Abuja Nigeria, so that a more a successful meeting could be arranged in the next six months. The Commission of the Africa Union sincerely regrets any inconveniences caused by this development.

The Department of Human Resources Science and Technology in the Commission of the African Union is mandated to direct continental policy and R&D programmes in science and technology. It works through a system of a Conference of Ministers in Charge of Science and Technology (AMCOST) in AU Member States.
AMCOST provides a platform to allow the Ministers to periodically deliberate on matters relating to science and technology in the continent. The Republic of Kenya is the current chair of AMCOST III. The conference elected a Bureau of Ministers that oversees the implementation of Africa’s Science and Technology programmes in the context of the Consolidated Plan of Action (CPA). The Bureau is supported by a Steering Committee that is responsible for formulation and coordination of implementation of programmes.
The Bureau of AMCOST meets twice a year while the Ordinary Session of AMCOST is held after every two years. The last meeting of the Bureau of AMCOST was held at the AU Headquarters in Addis Ababa in May 2008.
It is in this context that the AU Commission will hold the Steering Committee and the Bureau sessions of AMCOST III from the 3rd to the 5th of December 2008. The Nigerian Federal Ministry of Science & Technology offered to host this meeting in Abuja, venue to be announced soon. The meeting will be preceded by Africa-EU Science and Technology Policy Dialogue and African Cluster on Science and Technology meeting.
