The Chairperson of the Commission of the African Union (AU), Mr.
Alpha Oumar Konare, unreservedly condemns the violence which has
been occurring in Monrovia, Liberia, since Thursday, 28th October
2004. He notes with concern that the wanton acts of violence have
involved attacks on innocent civilians, as well as the burning of
houses of worship and of homes and businesses; and that this has,
in turn, led to deaths and destruction of property. He is particularly
disturbed at the fact that this development has come just before
the scheduled end of the disarmament process.More

As part of its efforts aimed at strengthening the African Union
Mission in the Sudan (AMIS) and as a follow up to the decision of

on 20 October 2004, the AU has deployed in the Darfur region of
the Sudan, today, a group of 50 military personnel from Nigeria.
This deployment of Nigerian troops will be followed by the deployment

and air strikes in Jabalya, Bet-Lahia and Bet Hanon, north of the
Gaza Strip during the past week, which resulted in the loss of lives
of over a hundred Palestinian children, elderly men and women and
the wounding of hundreds of others as well as the demolition of
dozens of houses. The use of excessive force is a clear violation
of international law and of the Geneva Convention relative to the

From 15 to 17 September 2004, the African Union will convene, at
its headquarters, in Addis Ababa, Ethiopia, the second Continental
Conference of African Experts on Landmines. The Conference, which
aims to elaborate a Common African Position, based on the relevant
decisions of the OAU/AU, in particular the Kempton Park Plan of
Action of May 1997 and the Convention on the Prohibition of the
Use, Stockpiling, Production and Anti-Personnel Mines and on their
Destruction ( the Ottawa Convention), will bring together Experts
from the AU Member States dealing with various aspects of the landmines
issue, along with observer states and organizations.

The Inter-Sudanese Political Talks on the crisis in Darfur have
been going on in Abuja, Nigeria, since 23 August 2004, under the
auspices of the African Union (AU) and with the support of the
international community.
Over the past six days, the Parties have made commendable progress
in their efforts to address the prevailing crisis and work towards
its speedy resolution. Indeed, they have agreed on an agenda for
the Talks and have started substantive discussions on the humanitarianism
issues.

The swearing in of 194 Members of the Transitional Federal Parliament
of Somalia by the IGAD Ministerial Facilitation Committee on 22
August 2004 at the UN Compound at the Gigiri Centre, Nairobi,
Kenya, was yet another major step by the Somali leaders towards
the restoration of peace, security and stability in Somalia. Like
its predecessor, the Eldoret Declaration, which the leaders signed
on 27 October 2002, providing for the cessation of hostilities
through out the country and the establishment of a Parliament
for Somalia, is a significant turning point in the 22 months old
Somali National Reconciliation Process. The prospects of a durable
solution to the conflict in Somalia have become brighter today.

Following the decision by the Joint Ceasefire Commission (JCC) on
its 07 January 2004 session, and the decision by the DRR Executive
Secretariat of 08 April 2004, that designate Otraco in Gitega Province
as the site for the second Demobilisation Center (DC2), the African
Mission in Burundi is deploying the Ethiopian contingent of its
Force to secure the site. The deployment is starting today, Friday
14 May 2004. This activity falls within the scope of the Disarmament,
Demobilisation and Reintegration (DDR) process. Indeed, one of the
tasks assigned to the African Mission in Burundi is to “facilitate
and provide technical assistance to the Disarmament, Demobilisation
and Reintegration process”.

the Ministries of Foreign Affairs/External Relations of all Member
States and has the honour to refer to its Note Verbale BC/OLC/66.5/4/Vol.V
dated 9 February 2004, informing them that the Protocol to the African
Charter on Human and Peoples’ Rights on the Establishment
of an African Court on Human and Peoples’ Rights entered into
force on 25th January 2004 in accordance with the provisions of
Article 34 (3) of the Protocol and that elections for judges would
be held during the next Summit in July 2004, which would also determine
the seat of the Court.

African Union today in N’Djamena, submitted comprehensive
Proposals for the establishment of a Ceasefire Commission and the
deployment of African Military Observers in Darfur to monitor, investigate
and verify allegations of violations of the Humanitarian Ceasefire
Agreement signed on 8 April 2004 by the Sudanese Parties in N’Djamena,
Chad. Following the submission of the proposals, the Parties –
the Government of the Sudan, the Justice and Equality Movement and
the Sudan Liberation Movement - requested for more time to consult
internally on the proposals.

days of deliberations by African Union Ministers responsible for
Agriculture and Water on Thursday, February 12, 2004 came to a successful
conclusion after wide ranging discussions, which led to groundbreaking
recommendations and the adoption of a draft declaration. The meeting
adopted 19 recommendations and the draft declaration based on the
“Challenges of Implementing Integrated and Sustainable Development
on Agriculture and Water in Africa”.
